he's already drunk, having more emotions than he wants to admit to so the sound of the voice has him standing up so quickly he nearly falls out of his seat entirely, taking in a sharp breath, head tilted to the side as he swallows. the words that josef says as casually as he does after he saw his mangled, dead body on the sidewalk filled with bullet holes and blood on the sidewalk makes him want to punch him a little bit or a lot. his hand is already a fist even if that's not how you respond to your friend, to one of the only friends you've ever had, but instead he's at a complete loss for words for once (and he takes in a sharp breath and out again as he takes a step back and then freezes there, fist shaking at his side like he half expects josef to just disappear or maybe he's hallucinating, maybe there is something more in that alcohol).]
...You're dead. [dead people aren't supposed to come back. he doesn't know what to do with all of these emotions that exploded into him decades and decades ago that were swallowed up and buried deep. that he never dealt with because damon doesn't deal with anything.]

Whatever is going on, can you talk to Elena about it? I mean talk to her and not be an asshole. If you're going to be an asshole, you can forget it, and I will physically remove you from her presence without attacking you. She cares about you. You two were close before in Chicago. I know that, and I would hate to see her have to lose anyone else. We don't ever have to like each other.
